Bia East Tops 2025 National PFM Compliance League from 175th to 1st.

Bia East Tops 2025 National PFM Compliance League from 175th to 1st.

The Bia East District Assembly has, for the first time in its history, been ranked the best-performing local assembly in Ghana in the 2025 Public Financial Management (PFM) Compliance League Table at the national level.

The newly created district in the Western North Region, under the leadership of Hon. Francis Amankwah, DCE, scored 94.50% to emerge 1st nationally in 2025. This is a massive jump from its 175th position in 2024.

At a time when Ghana continues to lose huge sums of public funds through financial irregularities at the local level, Bia East’s record stands out for transparency, accountability, due diligence in procurement, and proper documentation.

Speaking on Fabea FM’s “Me Man Ho Dadwen” with Apiah-Kubi, Hon. Amankwah attributed the achievement to determination and teamwork for the district’s progress.

“I urged myself to leave a positive legacy as a responsible leader for the district's development, and here I am in my first year in office,” Hon. Amankwah stated.

He added that a cordial working relationship between himself and the District Assembly has enabled the smooth execution of processes within the Assembly’s activities.

“The Compliance League Table is a vital tool for promoting transparency, accountability, and the prudent management of public resources,” he said.

“I am happy, though. It doesn't end there. The Assembly and I will be further proactive for the betterment of the district,” the DCE added.

Hon. Amankwah also highlighted significant improvements in the district, including health facilities, education, water, and human development, which he said are increasing dramatically.

Despite the progress, he noted the need for stronger oversight and continuous capacity building.

He urged all MMDAs to adopt a harmonised framework to strengthen public financial management and accountability at the local level.

“Assemblies must build on the areas of progress while addressing existing gaps with honesty and commitment,” he concluded.
